New waste transfer facility proposed for north Belfast
Plans have been submitted for a new waste transfer facility in north Belfast, including office accommodation, staff facilities and a service yard.

Plans have been submitted for a new facility at Duncrue Place in north Belfast.
The proposed development would be located at 1–9 Duncrue Place, within an established industrial area close to Belfast’s docks.
The application has been advertised by Belfast City Council under planning reference LA04/2026/1590/F and is awaiting a decision.
What is proposed for the Duncrue site?
The plans seek permission to construct a waste transfer facility alongside ancillary office accommodation and staff welfare facilities.
The development would also include a service yard, car parking and associated site works, with vehicle access proposed from both Duncrue Link and Duncrue Place.
Waste transfer facilities are generally used to receive, consolidate and temporarily store waste before it is transported elsewhere for processing, recycling or disposal.
The application description does not specify the types or quantities of waste that would be handled at the proposed facility.
Planning application under consideration
The proposal remains at the planning application stage and has not yet been granted permission.
Belfast City Council will assess the development through the planning process, taking account of relevant planning policies and any applicable environmental, traffic and operational considerations.
The Duncrue area already accommodates a range of industrial, logistics and waste-related businesses.
Further details about the proposed facility’s operation, including anticipated vehicle movements, operating hours and environmental management arrangements, may be available within the supporting planning documentation.
Wider investment in Belfast’s waste infrastructure
The application comes as waste management infrastructure continues to be an important consideration for Belfast and the wider Northern Ireland region.
Belfast City Council has previously identified the need for investment in waste facilities as part of its longer-term waste management planning.
Separate proposals have included improvements to facilities at the North Foreshore to support recycling and future waste collection arrangements.
However, there is no confirmed connection between those council initiatives and the proposed development at Duncrue Place.
Decision still to be made
The application is currently awaiting determination, and no construction timetable has been confirmed.
Members of the public can examine the application and any available supporting documents through Northern Ireland’s Planning Portal using reference LA04/2026/1590/F.
The outcome will depend on the council’s assessment of the proposal and any representations received during the planning process.
