Northern Ireland faces significant funding gap despite Autumn Budget announcement
Northern Ireland Finance Minister John O’Dowd has warned that significant financial pressures remain following the UK Chancellor’s Autumn Budget.

Responding to the announcement on Wednesday 28 October 2026, Mr O’Dowd said the additional funding would not be sufficient to meet the demands facing public services.
The Minister also raised concerns about a reduction in capital funding over the next four years.
£131 million additional day-to-day funding announced
According to the Department of Finance, the Autumn Budget provides an additional £131 million in day-to-day funding for Northern Ireland in the current financial year.
Mr O’Dowd argued that the allocation falls short of what is needed amid increasing demand for services, rising costs and pressures on household finances.
He said the Executive needed sufficient resources to sustain public services and support public sector pay awards.
Capital funding reduction raises concerns
The Finance Minister also criticised a £117 million reduction in capital funding over the next four years.
Capital funding supports investment in infrastructure and other long-term projects.
Mr O’Dowd said the reduction came at a time when Northern Ireland required additional investment in areas such as social housing and essential infrastructure.
Executive funding negotiations continue
The Minister said the financial package under discussion with the UK Government still left a substantial gap.
He called for further negotiations to secure a funding arrangement capable of supporting public services and long-term financial stability.
The statement reflects the Finance Minister’s assessment of the Autumn Budget rather than an independently calculated total funding shortfall.
The Executive’s wider budget discussions remain ongoing, with decisions on future spending priorities still to be finalised.
