Infrastructure Minister Liz Kimmins launched the draft Eastern Transport Plan on Tuesday 27 October 2026, highlighting proposals intended to make central Belfast more accessible, attractive and sustainable.

The consultation remains open until 25 January 2027.

Belfast city-centre pedestrianisation plans build on Fleadh experience

The Minister said major events such as Fleadh Cheoil na hÉireann had demonstrated how public spaces could be used differently when streets were given over to people rather than traffic.

The draft plan includes proposals to extend pedestrian-friendly areas in the city centre alongside improvements to walking and cycling connections.

The Department says its aim is to support a city centre where people want to visit, spend time and participate in cultural and economic activity.

Balancing public spaces and transport access

The proposals seek to balance improvements to the public environment with the movement of people and vehicles through the city.

The Department recognises that transport access remains important to the functioning of Belfast city centre.

The draft plan provides an opportunity for residents, commuters, businesses and organisations to comment on the proposed approach.

Consultation open until January 2027

The Eastern Transport Plan consultation covers Belfast city centre and the wider Belfast metropolitan area.

Responses can be submitted through the Department for Infrastructure’s consultation website until 25 January 2027.

The proposals remain subject to consultation and should not be regarded as approved pedestrianisation schemes.

The feedback received will help inform the Department’s future transport planning decisions.
