The project is being advanced through the Special Educational Needs Capital Investment Programme and would provide purpose-built accommodation for up to 275 pupils.
New facilities for special educational needs pupils
The Department of Education said the proposed school would provide modern facilities designed specifically to support children and young people with special educational needs.
Announcing the latest stage during a visit to Roddensvale School, Givan said the development would provide high-quality accommodation tailored to the needs of pupils and staff.
He said progressing the project to the pre-tender stage marked the beginning of an important new chapter for the school and wider community.
