Health Minister Robbie Butler announced the plans on Wednesday 28 October 2026, urging the public to help protect services during the winter period.

The announcement comes as emergency departments and other healthcare services continue to face significant demand.

Winter surge plans focus on emergency departments

The Department of Health said this year’s preparations focus on coordination across the health service, preventing avoidable illness and managing demand.

A key priority is improving patient flow through hospitals so that people can access appropriate care without unnecessary delays.

The approach involves looking beyond emergency departments themselves, with wider hospital services expected to support patient movement and discharge arrangements.

The plans also emphasise providing care in the most appropriate setting.

New oversight board to monitor winter pressures

The Department intends to establish a Surge Oversight Programme Board to strengthen monitoring and coordination.

The board will provide a structure for overseeing delivery, sharing information and improving communication between organisations.

The Minister acknowledged that health services experience pressure throughout the year, with winter bringing additional challenges for patients and staff.

Public urged to help protect health services

Mr Butler encouraged people to take practical steps to reduce avoidable pressure, including taking up vaccinations where eligible.

The Department also highlighted the importance of cooperation with hospital discharge arrangements when patients are ready to leave hospital.

The publication of the winter surge plans comes amid continuing concerns about emergency department waiting times and hospital capacity across Northern Ireland.

The effectiveness of the measures will depend on how they are implemented during the months ahead.
