Flood forecasting service proposed for Northern Ireland

Northern Ireland’s first national flood forecasting service has been proposed by Infrastructure Minister Liz Kimmins, with the aim of giving communities and emergency responders earlier information about significant flooding.

The proposal remains subject to business-case approval. If approved, implementation would be phased, with improvements introduced over the next decade.

The announcement was made on Tuesday 13 October during Flood Awareness Week, which runs from 12 to 18 October.

How the flood forecasting service would work

The proposed specialist service would forecast significant river and tidal flooding in advance where technically feasible.

Earlier information would help emergency services, councils, infrastructure operators and local communities prepare and take action to reduce potential damage.

Ms Kimmins said Northern Ireland is currently the only jurisdiction on these islands without a national flood forecasting service.

Around 45,000 properties at risk

According to the minister, approximately 45,000 homes and businesses are currently at risk of flooding.

She said that number is projected to increase as climate change brings a greater likelihood of more frequent and intense rainfall.

Although flooding cannot be prevented entirely, the department says improved forecasting could help protect lives, property, infrastructure and essential services.

Phased implementation over the next decade

Ms Kimmins described the proposal as a complex programme requiring detailed planning to establish the necessary systems, infrastructure and specialist skills.

The programme must undergo scrutiny and approval before work begins. The announcement does not confirm a launch date or funding allocation.

While forecasting capability is developed, the department will continue maintaining watercourses and drainage infrastructure, progressing flood-alleviation schemes and monitoring river networks.

Joan McCaffrey, joint chair of the Regional Community Resilience Group, welcomed the proposal, saying it would build on existing work with communities and partner organisations to improve flood preparedness.
